Two former employees of the Independent Electoral and Boundaries Commission (IEBC) have been convicted in separate cases for using forged academic certificates to secure employment and promotions, in a fresh crackdown by the Ethics and Anti-Corruption Commission (EACC) on fraud in the public service.

🇰🇪 Breaking It Down

EACC in a statement on Tuesday, July 7, said the latest conviction took place in the Milimani Anti-Corruption Court on July 2.

The court found a former IEBC Constituency Office Clerk guilty after adopting a plea bargain agreement.

Investigations by the EACC established that the clerk forged a Kenya Certificate of Secondary Education (KCSE) certificate purportedly issued by the Kenya National Examinations Council (KNEC) and used it to secure employment at the electoral commission in July 2012.

📌 What You Need to Know

According to EACC, the clerk pleaded guilty to charges of fraudulently acquiring public property, forgery, and presenting a forged document.

Further, the court ordered the clerk to pay a total of Ksh2.6 million, including Ksh1.5 million in compensation and Ksh50,000 in fines for each of the forgery-related offences.

In a separate case concluded on June 29, 2026 , the same court convicted another former IEBC employee of using a forged university degree certificate to obtain a promotion within the commission.

According to the EACC, the employee presented a falsified Bachelor of Arts in Social Studies (Public Administration) degree certificate purportedly issued by Moi University to support his application for promotion from Constituency Office Clerk to Constituency Elections Assistant.

Following a full trial, the court convicted the employee of deceiving a principal and uttering a false document but acquitted the former IEBC employee of the forgery charge.

The former staffer was fined a total of Ksh110,000, with custodial sentences in default of payment.
