Cabinet Secretary for Public Service, Human Capital Development and Special Programmes Geoffrey Ruku has revealed a new government plan to merge the operations of the National Youth Service and Technical and Vocational Education and Training (TVET) institutions.

🇰🇪 Breaking It Down

Ruku announced this during a church service at ACK Kiamiatu Church in Kega, Embu County, on June 14, where he explained that the move is designed to create a seamless training framework, one that gives young Kenyans practical skills and hands-on experience needed in the job market.

“We have put in place plans led by President William Ruto to see that all the NYS students fit in the Technical and Vocational Training Centres in the country so that they can be ready for the job market,” stated CS Ruku.

According to Ruku, linking NYS and TVET programmes will strengthen the country's human capital base by ensuring trainees graduate with industry-relevant skills.

📌 What You Need to Know

These skills, he noted, will help young people either secure formal employment or start their own businesses and become self-reliant.

The CS also disclosed that starting next year, all NYS training centres will be transformed into modern centres of excellence working hand in hand with TVET institutions.

“Starting 2027, the government wants every young person willing to acquire skills to have an opportunity to do so. By strengthening the relationship between NYS and TVET institutions, we are creating a stronger foundation for employment, innovation and self-reliance," CS Ruku said.

He added that Plans are also underway to expand NYS training facilities across the country so that more youth can access technical and vocational education.

This plan will roughly cost the government Ksh15 billion, a plan that will see all NYS paramilitary training graduates fit inside all TVET institutions in the country.

This estimate draws a key distinction with the 2026/2027 National Budget , which allocated Ksh 12.5 billion to NYS, part of a broader Ksh 110.2 billion youth and women empowerment strategy, alongside Ksh 4.9 billion for NYOTA, Ksh 2.4 billion for KJET, and Ksh 1.6 billion for Youth Support programmes.
