The Kenya Universities and Colleges Central Placement Service (KUCCPS) could face a major overhaul under a proposed law that would introduce strict timelines for student applications, placement, and revision of choices.

🇰🇪 Breaking It Down

The Tertiary Education, Placement and Funding Bill, 2026, currently before Parliament, proposes that KUCCPS open placement applications within 30 days of the release of national assessment results.

"The Placement Service shall, within thirty days of the release of the national assessment results, invite applications for placement," read a clause of the Bill as seen by this publication.

This differs from the previous timelines that the placement agency has used to open the portal for university applications.

📌 What You Need to Know

For instance, in 2026, KUCCPS opened applications for university placement three months after KCSE results were released.

However, under the proposed law, the agency must now open applications at least a month after the results are released.

At the same time, KUCCPS will also be required to process the applications within another 30 days of receiving them, and release placement results to students and universities.

"The Placement Service shall, within thirty days of receipt of the application, process the applications and communicate its decision to the applicants and the tertiary institutions," the Bill further read.

The proposed timelines are part of a wider restructuring of KUCCPS, with the Bill seeking to establish the Placement Service as a standalone statutory body responsible for placing students and trainees in tertiary institutions.

Under the proposed law, students whose placement applications are unsuccessful would be given an opportunity to revise their choices without paying a fee.
