The Ethics and Anti-Corruption Commission (EACC) has grilled Masinde Muliro University of Science and Technology Vice Chancellor Professor Solomon Shibairo over allegations tied to the controversial recruitment of the institution’s Head of Procurement.

🇰🇪 Breaking It Down

The interrogation follows investigations by the Ethics and Anti-Corruption Commission into claims that the head of procurement was irregularly and unlawfully appointed to the powerful procurement docket despite concerns over his previous conviction history.

According to documents seen by Kenyans.co.ke , the Commission summoned the Vice Chancellor to its Western Regional offices in Bungoma, where he was questioned over allegations of failure to provide crucial documents linked to the hiring process and suspected interference with the ongoing probe.

At the centre of the inquiry is also the university council chaired by Dr Pamela Sitienei, which is accused of approving the appointment into one of the most sensitive positions in any public institution, overseeing procurement and expenditure.

📌 What You Need to Know

In a letter dated May 11, 2026, EACC told the Vice Chancellor that the university had failed to comply with earlier demands for documents despite a prior notice issued on April 28, 2026.

“It is noted that, despite the expiry of the compliance period, you have failed to provide the documents and information required by the Commission, contrary to the law,” the letter stated.

The Commission further indicated that the Vice Chancellor was required to appear in person at the Bungoma regional offices to present the requested records and record a statement on the matter.

EACC warned that failure to comply with the summons could attract criminal liability under Section 27(4) of the Anti-Corruption and Economic Crimes Act, including fines or imprisonment.

Sources close to the investigations also revealed they had reasons to believe the VC was in possession of key documents necessary for the probe but had either failed to fully avail them to investigators.

The latest developments add to growing pressure on MMUST, which is already facing public attention over separate allegations related to academic integrity, including claims of irregular graduation lists and issuance of fake certificates.
