The Kenya National Highways Authority (KeNHA) has started the process of seeking a private operator for the Nairobi-Mombasa Road under a proposed public-private partnership, according to a procurement notice published on Tuesday, August 11.
🇰🇪 Breaking It Down
According to the notice on MyGov , KeNHA is seeking a consultant to conduct feasibility studies and provide transaction advisory services for the road under a PPP framework.
The consultancy will determine the viability and structure of the proposed partnership before a private partner can be selected.
KeNHA said the services will take 15 months, with six months allocated to feasibility studies and nine months for transaction advisory services.
📌 What You Need to Know
According to public disclosure by the government, KeNHA plans to expand the existing 461-kilometer A8 highway into a minimum four-lane dual carriageway.
The consultancy will examine the road's infrastructure and transport requirements as part of preparations for the proposed PPP arrangement.
The selected consultant will also be required to assess traffic engineering, transport demand forecasting, and Intelligent Transport Systems, according to the procurement notice.
The assignment will include environmental and social safeguards studies for the transport infrastructure, as well as highway planning and engineering design.
KeNHA also requires the consultant to have experience in "PPP Advisory Services, including project structuring, financial analysis, procurement support, and transaction management for the selection of private partners."
Tuesday’s notice comes barely a month after Treasury’s Public-Private Partnership (PPP) Committee completely abandoned the ambitious Ksh468 billion Nairobi-Mombasa "Usahihi" Expressway project.
