Kiambu County has signed a one-year agreement with the National Government to guide the allocation and distribution of bursaries and scholarships to learners across the county.

🇰🇪 Breaking It Down

The agreement, gazetted on September 8, 2026, was entered into between the County Government of Kiambu and the National Government through the Ministry of Education to establish a structured framework for implementing education support programmes.

The deal will cover learners at different levels of education, including those in primary schools, special education institutions, secondary schools, universities and tertiary institutions within Kiambu County.

Under the arrangement, Kiambu County will finance the bursary and scholarship programmes using funds allocated to it under the Constitution and relevant laws, subject to the availability of funds.

📌 What You Need to Know

The county will also be required to develop and implement legislation to support the administration of its bursary and scholarship programmes, setting a formal legal framework for how the funds will be managed.

Further, the agreement comes against the backdrop of President William Ruto's recent announcement that the Government had resolved issues that had delayed the disbursement of bursary funds to county governments.

Speaking at State House during a UDA National Governing Council meeting on Monday, January 26, Ruto said the National Government had held consultations with the Controller of Budget, county governments and other stakeholders to address concerns surrounding the management of bursaries.

“We have agreed that although bursaries are a function of the National Government, we need structured agreements with county governments so that the programme can be effectively implemented at the grassroots level. We have now finalised agreements with the county administrations, paving the way for the Controller of Budget to disburse the funds,” Ruto said.

For Kiambu, the agreement provides that the Ministry of Education will offer policy guidance , capacity building and relevant education data to support implementation, while also issuing necessary directives to institutions involved in the programme.

Implementation will be overseen by a five-member technical committee comprising representatives from the National Government and Kiambu County.
