Senator Okiya Omtatah has demanded details from the Kenya National Examinations Council (KNEC) over the procurement and printing of the 2026 KCSE, KJSEA and KPSEA examination materials.
🇰🇪 Breaking It Down
Omtatah wants KNEC to disclose information about the firm awarded the contract, including its ownership, capacity, experience, subcontractors and tax compliance.
The Senator's demand comes amid scrutiny of Inform Lykos (SA) Hellas Ltd, a Greek company previously associated with the printing of Kenya's national examinations and ballot papers.
In the letter dated August 20 to the council, Omtatah revealed the request was prompted by recent public concerns over the procurement process for this year's examination materials.
📌 What You Need to Know
He also raised questions about the company's tax affairs, citing reports of scrutiny by the Kenya Revenue Authority(KRA) over alleged tax liabilities.
As such, Omtatah wants KNEC to disclose whether the successful bidder is a Kenyan company , a foreign firm, or a Kenyan company working with a foreign partner.
He further wants the examinations body to reveal whether it verified the firm's technical, financial, and operational capacity before awarding the contract.
At the same time, the Busia Senator has also asked KNEC to state whether any part of the contract was subcontracted and, if so, identify the firms involved and the roles they were assigned.
Additionally, he wants details of the procurement method used, the number of firms that participated, the criteria used to evaluate the bids and the identity of the successful bidder.
The lawmaker is also seeking the value of the contract, the amount budgeted for the work and how much KNEC has already paid or committed under the agreement.
