The National Transport and Safety Authority (NTSA) has moved to allay concerns raised by vehicle owners over the registration of motor vehicles on the new e-logbook system without a Kenya Revenue Authority (KRA) PIN.
🇰🇪 Breaking It Down
The Authority is set to completely phase out physical vehicle logbooks and replace them with what it describes as "secure, digital e-Logbooks" beginning June 10, 2026.
The digital shift will transition Kenya from a paper-based registry to a real-time system, a move aimed at eliminating vehicle-transfer fraud, cartels, delays and clerical errors.
However, questions have emerged over whether individuals will be able to register vehicles without holding KRA PINs under the new regime.
📌 What You Need to Know
In response, NTSA confirmed that the PIN remains a mandatory requirement, as has been the case under the current process, and that the new system will not alter this position.
"No. A valid KRA PIN is required for all NTSA vehicle ownership transactions," the Authority clarified.
Explaining how the new system will function, NTSA noted that the e-Logbook framework will allow individuals to list more than one person as an owner, with joint ownership fully supported.
On vehicle transfers, the Authority stated that sellers will initiate transactions on the NTSA system, while buyers will accept the transfer through their eCitizen accounts.
"You will be required to download the e-logbook and upload it, or attach the physical copy where an e-logbook is not available," NTSA added.
To verify the current owner of a vehicle, prospective buyers will be required to apply for a motor vehicle copy of records, accessible under the services tab on their personal NTSA accounts.
