Parliament has formally acknowledged proposals by Kiharu Member of Parliament Ndindi Nyoro seeking legislative amendments aimed at reducing fuel prices in the country, paving the way for further consideration by relevant committees.

🇰🇪 Breaking It Down

In a letter dated May 19, 2026, the Office of the Clerk of the National Assembly confirmed receipt of Nyoro’s proposals and indicated that they will be processed in line with Article 114 of the Constitution and the National Assembly Standing Orders.

The communication stated that the proposals have been forwarded to the relevant committees, including the Budget and Appropriations Committee and the Departmental Committee on Finance and National Planning, for detailed review.

Parliament further noted that Nyoro will be required to present representations on the fiscal implications of his proposals, particularly on the approved FY 2025/26 Budget, the FY 2026/27 estimates, and obligations linked to the Road Maintenance Levy Fund.

📌 What You Need to Know

The Clerk’s office also invited the MP to engage with the Parliamentary Budget Office and the relevant committees at an appropriate time to further discuss the proposed amendments.

“We thank you, Mheshimiwa, for your submission of the legislative proposals for consideration by the House, and request your availability to discuss them with the Parliamentary Budget Office and the aforementioned Committees,” the letter from the Clerk’s Office read in part.

Earlier, Nyoro had written to the Speaker of the National Assembly requesting an emergency sitting of Parliament to deliberate on measures aimed at lowering fuel prices, following a sharp increase announced by the Energy and Petroleum Regulatory Authority (EPRA).

In his proposal, the legislator argued that a combination of tax reductions, removal of levies and enhanced subsidies could significantly reduce fuel prices, which he said had placed a heavy burden on Kenyans.

Nyoro specifically proposed abolishing the Ksh7 Road Maintenance Levy introduced in 2024 , reducing VAT on petroleum products, and injecting Ksh5 billion from the Fuel Stabilisation Fund to cushion diesel prices.

He further estimated that the combined measures could reduce fuel prices by about Ksh27 per litre, potentially lowering petrol to below Ksh190 and significantly easing transport and living costs.
