Immigration and Citizens Services Principal Secretary Belio Kipsang has dismissed reports that the state is issuing national identity cards to foreigners, amid public concern over ongoing reforms in the identification registration system.

🇰🇪 Breaking It Down

Appearing before the National Assembly Committee on Regional Integration on Tuesday, June 23, Kipsang explained that non-Kenyans are only issued with alien identification documents that are strictly for administrative purposes.

According to the PS, refugees and foreign nationals residing in the country are given separate identification documents that allow access to essential services such as SIM card registration and other regulated services but do not confer citizenship.

An Alien ID, also known as a Foreign Nationals Certificate, is a mandatory identification document for any foreign citizen residing in Kenya for a continuous period exceeding 90 days.

📌 What You Need to Know

To qualify for the alien card, one must be above 18 years old, hold a valid legal passport from their home country, and possess a valid legal immigration status such as a work permit or student pass. The foreigner must also intend to remain in Kenya for more than 90 days.

According to the Directorate of immigration services, the application and renewal fee for the card is Ksh5,000 per year, while those found to be overstaying beyond 90 days without registering attract a penalty of Ksh10,000.

The card is typically valid for up to two years, depending on the duration of the underlying permit or pass.

The clarification comes amid public fury over reports that the ministry was issuing standard ID cards to foreigners, raising concerns over the credibility of the 2027 general elections.

A recent report by KTN News exposed how foreign citizens, especially those from Somalia and Ethiopia, were being issued Kenyan IDs.

At the same time, residents of Busia County also raised alarm after nabbing Ugandan citizens with Kenyan IDs who were accessing services like healthcare and other administrative services meant for Kenyans.
