Kumbe the Senate has finally woken up to a silent crisis eating away at county hiring — and they're ready to give County Public Service Boards the muscle they've been desperately missing. The move could blow up the entire corrupt patronage system that's been turning our counties into family businesses.

The Mess That Nobody's Been Talking About

Aki, you know how it goes in Nairobi and beyond — governors control the money, so they control everything, including who gets jobs. The County Public Service Boards are supposed to be the gatekeepers of fair hiring, right? Lakini here's the tea: these boards are answering to the very people they're supposed to check. It's like asking a referee who works for one team to call the match fairly — impossible, sawa?

What's even more bonkers is the rise of "parallel governments" where governors recruit advisors and casual staff without any CPSB oversight. Translation? Inflated wage bills, tribal hiring, and absolute mayhem. Some counties are at 98 percent employment from a single community — 98 percent! That's not coincidence, that's calculation. And it's breaking constitutional rules left and right.

The Senate Says Enough Is Enough

The Senate Standing Committee on Devolution is now pushing for legislation that would give CPSBs their own budget and real independence — like how the Public Service Commission operates nationally. Mohamed Abbas, the Wajir Senator leading this push, was clear: "You are the employers of the public services in the county governments. Therefore, you are expected to operate independently." Ndio! That's what we're talking about.

Senator Catherine Mumma added the real sting: "You can't be claiming independence when you are not using that independence to exercise what you're supposed to do." Basically telling CPSBs to stop playing victims and start doing their actual jobs. The committee is asking these boards to submit concrete proposals on how the County Government Act should be amended. This is real, bana.

Why This Could Actually Change Things

If this goes through, county hiring becomes transparent, merit-based, and actually constitutional. No more tribal fiefdoms. No more governors hiring their cousins' friends on casual basis to dodge accountability. The 329 CPSB members representing all 47 counties know exactly what needs fixing — they just need the legal teeth and the budget to do it.

But here's the catch: governors won't go down without a fight. This is about power and resources. Expect resistance, delaying tactics, and all sorts of drama. The Senate better bring serious push-back energy or this ends up like every other good idea that died in committee.

The Jukwaa Take: Finally, someone's trying to break the county patronage machine — if the Senate can actually pass this and governors don't sabotage it, Kenya's devolution experiment might actually deliver what it promised.
