The Salaries and Remuneration Commission (SRC) has called for public participation on proposed regulations that could see civil servants’ pay and promotions tied to performance.

🇰🇪 Breaking It Down

The proposals include the Revised Framework for Recognising Productivity and Performance in the Public Service, the Public Service Performance and Productivity Management Bill, 2026, and the Productivity Management Policy, 2026.

The regulations seek to introduce a legal mechanism linking workers’ pay and promotions to measurable productivity and performance outcomes, shifting from automatic annual increments.

In a notice dated Tuesday, October 5, SRC said the framework is intended to establish a structured, transparent, fair and consistent mechanism for identifying, assessing and recognising outstanding workers.

📌 What You Need to Know

“The framework seeks to establish a structured, transparent, fair and consistent mechanism for identifying, assessing and recognising outstanding productivity and performance in the Public Service,” SRC stated.

“This is to promote a culture of excellence, innovation, continuous productivity improvement and enhanced service delivery," the Commission added.

SRC has since invited members of the public to participate in forums on the revised framework, with engagements set to take place across 10 regions on October 21 and 23, 2026.

The regions include Nairobi, Central, Upper Eastern, Lower Eastern, North Rift, South and Central Rift Valley, Nyanza, Western, North Eastern and Coast.

In Nairobi, the public participation forum will be held on Wednesday, October 21, at the Regional Commissioner’s Boardroom and will cover Nairobi, Kajiado and Kiambu counties.

While announcing the public forum date and venues, SRC urged Kenyans to familiarise themselves with the new framework, which will enhance productivity among government workers.
