The Teachers Service Commission (TSC) has introduced new guidelines for teacher promotions, changing how educators will qualify and compete for available positions in the 2026/27 financial year.
🇰🇪 Breaking It Down
Unlike the 2025/26 promotion cycle, which placed greater emphasis on age, seniority and accumulated experience, the new framework places more focus on structured career progression and standardised assessment.
In the 2025/26 cycle, teachers aged 57 and above stood to benefit most from the scoring system, which awarded more points for longer service and accumulated experience when determining promotion opportunities.
The previous cycle also relied on 32 grade-specific scoring guides, while the 2026/27 framework introduces updated standardised score sheets aimed at creating a more consistent and competitive selection process.
📌 What You Need to Know
Under the new guidelines, teachers must have served at least three years in their current grade, maintaining a key eligibility requirement from 2025/26.
At the same time, the new framework places greater emphasis on disciplinary records, with Regulation 77 of the Code of Regulations for Teachers (2015) restricting promotion for teachers recently found guilty or issued administrative warnings.
Teachers found guilty through disciplinary proceedings must wait two years, while those receiving administrative warnings must complete one year before becoming eligible for promotion consideration.
Further, re-employed teachers must also complete three years of continuous service before promotion, while satisfactory performance and conduct remain important considerations alongside eligibility requirements.
The earlier framework mainly sought to address teacher stagnation through broad administrative promotion cycles and discussions around common-cadre rules affecting career advancement.
Under the new guidelines, the proposed Career Progression Guidelines reforms seek to reduce the journey to top grades from 30 years to 18 years.
