The Universal Basic Education Commission has given states participating in the Human Capital Opportunities for Prosperity and Equality programme until November 15, 2026, to demonstrate readiness for implementation.
🇳🇬 Here's What Happened
The commission said meeting the deadline would be a prerequisite for accessing the first round of programme disbursements under the HOPE-EDU initiative, which is supported by the World Bank.
The Executive Secretary of UBEC, Dr Aisha Garba, disclosed this in her address at a four-day HOPE-EDU Result Area 1 Thematic Regional Workshop in Lagos on Monday.
Garba, who was represented by UBEC Director, North Central, Elder Edward Abalaka, said the training was aimed at strengthening the capacity of State Universal Basic Education Boards to improve foundational learning.
📌 Key Details
She described the workshop as more than a training exercise, saying it was a critical step towards strengthening the foundations of basic education in Nigeria.
The workshop, which brought together 78 SUBEB directors and support officers from the South-West and North-Central geopolitical zones, focused on the implementation of the Structured Pedagogy Package.
Garba said the composition of the participants, including directors responsible for academic services, teacher professional development, monitoring and evaluation, procurement, and planning, research and statistics/Education Management Information System, reflected the whole-of-system approach required for the success of the programme.
She said the Structured Pedagogy Package would strengthen teaching and learning materials, teacher training and learning assessments, while the Book Supply Chain and Track-and-Trace System would improve the distribution and accountability of learning materials.
“The first workshop on the Structured Pedagogy Package will build capacity in teaching and learning materials, teacher training, and learning evaluations. This evidence-based approach is designed to measurably improve literacy and numeracy outcomes,” Garba said.
She added, “By November 15, 2026, your states must demonstrate readiness. This is not negotiable. It is the gateway to unlocking the first round of programme disbursements and, more importantly, the future of our children.”
